We are seeking a passionate, flexible and qualified Director for our Beacon Program at JHS 210 in Ozone Park. Beacon programs are collaborative school-based youth and community development centers, serving children age six and older, and adults of all ages. Our Beacon at JHS 210 operates Monday-Friday from 1:30PM-9:30PM, Saturdays from 9AM – 4PM, and during school holidays, school recesses and in the summer from 8AM to 6PM. Our Beacons guide participants in: building both positive social connections and a sense community, exploring their interests and their passions, becoming life-long learners, gaining meaningful experiences, developing the skills and the mindset they need to succeed in their educational and career settings, and becoming active participants and leaders in their neighborhoods.
High Quality Programming & Leadership:
The Beacon Director (BD) develops both systems and staff that are crucial to the implementation of high-quality youth and community development programs. These programs: incorporate QCH’s Mission, Vision, and Positioning (MVP) and topics and curriculum from various internal (QCH) and external Professional Development/ Trainings; meet contractual requirements; and engage participants. The BD recruits, hires and trains Beacon staff and through inspiration, motivation, supervision and coaching, the BD leads staff that: serve as role models for participants; develop strong relationships and set appropriate and clear boundaries with participants; work well with the community; execute high quality programming; maintain professionalism; respond to the needs of the Beacon participants and the community. The BD supervises all Beacon 210 staff and all operations of Beacon 210. The BD is responsible for: program planning; program development and implementation; budgeting; program and staff assessment and evaluation; performance measurements and feedback systems; team building; staff development and team meetings; regular supervision and observation of the staff to provide positive and constructive feedback; and making necessary adjustments to program.
Collaboration, Relationship Building and Advocacy with Key Stakeholders:
As a member of the Beacons and Youth Development Centers - QCH Youth Services Units, the BD is supportive of QCH’s Mission and also the school’s goals. S/he works collaboratively with other QCH colleagues/sites/outside partners and agencies and is supportive and of QCH events, contributes to training across the QCH units. The BD develops an excellent working relationship with host school and coordinates with school administration, school staff, other outside agencies, co-locators and key stakeholders. S/he works with and meets regularly with host school principal, school building administration and the Beacon Advisory Board. The BD develops meaningful relationships with funders (DYCD), regulatory agencies (DOH, DOE), parents and other key stakeholders and leverages these relationships to drive program and agency mission. S/he advocates for and is knowledgeable of public policy that positively impact the youth and community development field, the Beacon and QCH. S/he maintains a professional demeanor and attitude and ensures staff are aware and adhere to current policies, procedures and operations of both the agency and the host school.
Regular Communication, Timely Reporting, Contractual and Regulatory Compliance and Documentation
The Director will:
- Drive recruitment, enrollment and retention of participants and families to the program that meets and exceeds contractual requirements.
- Prepare and monitor program budgets, petty cash, inventory, payment requests, payroll and other fiscal tasks.
- Maintain all aspects of program in regulatory compliance with QCH, Department of Education (DOE), Department of Health (NYC DOH & NYS OCFS) and Department of Youth & Community Development (DYCD).
- Attend regular QCH, DYCD, Beacon Unit and other meetings.
- Ensure input of data in all agency and funder databases and submit reports in a timely manner.
- Lead in developing DYCD Beacon Advisory Board.
- Supervise sub-contracted programs, co-located programs, referral linkages and reciprocal agreements.
- Maintain registration, attendance, staff files, student files, surveys, documentation and all data to meet requirements of QCH, DOE, DOH and DYCD.
- Keep the above mentioned organized and filed accordingly for audit and storage purposes.
- Ensure positive DYCD program assessments via EMS.
- Maintain regular communication with supervisor. Regularly check and respond to email requests, phone calls and inquiries with a quick turnaround time for time sensitive materials.
- Manage e-mail inbox daily.
- Ensure up to date, accurate and professional standards of all written documents, outreach and registration materials, data, and flyers that are in line with agency and funder requirements.
- Timely and accurately submit all agency, program, funder and regulatory required documents.
- Ensure fiscal and budgeting practices that are adherent to agency and funder regulations.
- Organize special community events, including but not limited to 3 parent showcases a year, an annual Community Health Fair and incentive based, culturally enriching field trips that meet contract driven outcomes.
- Represent QCH in the community through outreach and attendance at meetings.
- Complete other duties and lead special projects as assigned.
- BA/BS Degree required with preference in Social Services, Social Work, School / Public Health, Education or related field. Master’s Degree in related field preferred.
- Minimum of 3 years of supervisory and management experience developing and implementing youth and community development programs; or at least 3 years of supervisory and management experience in health, education, and/or social services in an urban community. Previous experience in school settings and working with a number of age groups preferred.
- Demonstrated ability to build partnerships and work effectively with staff and stakeholders from a wide range of backgrounds to achieve shared goals.
- Proven capacity to relate to young people and staff as a positive adult role model.
- Proficiency with various computer programs (Microsoft Word, Microsoft Excel, Microsoft Office 365 Outlook E-mail and Calendar and Video Editing software) and willingness to learn new ones.
- Ability to maintain confidentiality and use appropriate discretion.
- Demonstrated competency in program outreach and recruitment, budgeting, performance-based contracting (DYCD preferred) and compliance with state and city child care licensing procedures (NYS OCFS & NYC DOHMH preferred).
- Must obtain appropriate clearances and meet NYS SACC Program Director requirements.
- Exceptional organizational, interpersonal and communication skills, including the ability to clearly articulate ideas in writing and make effective public presentations.
- Proven ability to work as part of a team and a strong initiative to drive forward and complete project goals.
- Demonstrated capacity to successfully develop and execute plans, manage multiple activities and prioritize competing demands.
- Bilingual preferred (English/Spanish) with proficient written and oral communication skills.
- Current CPR & First Aid certifications preferred.
- Excellent judgement, decision making and follow-through on tasks.
STATUS: Full-Time, Exempt
SALARY: Upper 50’s to Lower 60’s; Commensurate with Experience; Comprehensive Benefits Package.
SCHEDULE: Mon- Fri 1:30-9:30PM, potentially Saturdays 7:45A – 4:15P, (availability in the mornings for prep, meeting and training time). School Holidays, School Recess and Summer 7:30A–3:30P, 9A–5P or 10A-6P.
